"The benefits resulting from stealthing will be maintained throughout the life of the systems, and during refits where new decoys would normally be needed because of obsolescence or the introduction into service of new weapons. Stealthing is a passive measure: once done, it is there all the time, it cannot be accidentally switched off, incorrectly programmed or used inappropriately. It cannot break down at a critical moment in combat. And little or no training is required of the weapons platform crew."
